The difference between a decentralized and centralized government lies in which people or institutions have authority. The Constitution of India provides for Parliamentary form of government, wherein Executive is responsible to Legislature. It is popular in countries like the United States, Brazil, Russia, and Sri Lanka, among others. The government acts in the name of the Crown but derives its authority from the Canadian people.
